With winter right around the corner, the Louisville Metro Community Action Partnership (CAP) will begin to accept pre-registration heating assistance applications on Monday, October 3.

Pre-registration is only for Jefferson County residents within 130% of the federal poverty who are elderly (55 years or older) or disabled receiving social security, SSI, pension or Black Lung benefits. Applicants must be willing to provide the following documentation:
• Picture ID for head of household
• Proof of all household income for the preceding month (Food Stamp award letter, Social Security award letter, pay stub, etc.). All individuals 18 or over in the household with no income must have a Proof of No Income form completed prior to applying for benefits who do not receive Food Stamps. (Available at the CAP office at 810 Barret or at www.louisvilleky.gov/cap.
• Social Security card(s) or official documentation with social security numbers or Permanent Resident Card Numbers for everyone living in the household.
• Most recent heating bill or verification from landlord that heating expenses are included in the rent

The Low-Income Home Energy Assistance Program (LIHEAP) provides financial assistance to help income eligible citizens pay utility bills.

Funds for this program will be posted on or after November 7, 2011. Individuals who are unable to apply for this program in person may send a representative on their behalf with a note including the applicant’s signature and phone number. Call 574-1157 for more details on how this process works.

As an added feature at many of the Early Registration sites, other agencies and programs will be on hand, including Project Warm, Family Economic Success (FES), Passport, and KIPDA to provide information about weatherization, budgeting and various health and senior services.

Residents who don’t meet the requirements for pre-registration (who are not elderly or disabled), and who are income eligible, may still apply for LIHEAP benefits. They may obtain an appointment to apply for LIHEAP, in person only, from November 2-4, 2011 at the Central CAP Office only located at the Urban Government Center, 810 Barret Avenue between 7 a.m. – 4:00 p.m. All three CAP offices will begin taking appointments on November 7 between 8 a.m. – 5 p.m. The other two offices are located at the Newburg Community Center at 4810 Exeter Avenue and at the Southwest Government Center at 7219 Dixie Highway. (All three offices are closed on November 8 , 2011 for Election Day.)

LIHEAP is a statewide initiative sponsored by the Community Action of Kentucky in partnership with the Cabinet for Health and Family Services and administered locally by Louisville Metro Community Action Partnership, part of the Department of Community Services and Revitalization. This program is also funded, in part, under a contract with the Cabinet for Health and Family Services with funds from the Community Services Block Grant Act of the U.S. Department of Health and Human Services.
